ARIN
The American Registry for Internet Numbers (ARIN) is the Regional Internet Registry for the United States, Canada, Bermuda, the Bahamas, parts of the Caribbean, and Sub-Saharan Africa. The organization was formed in December 1997 to "provide IP registration services as an independent, nonprofit corporation." ARIN registers specifically IP address (as opposed to domain names).
Until late 2002 it used to serve Mexico, Central America, South America and all of the Caribbean. LACNIC now handles part of the Caribbean, Mexico, Central America, and South America.
